SYNC: Fixed bug where change from DF to ND timecode was not saved
SYNC: Change to Edit Timecode behavior: Now if you use the Edit Timecode feature in the Sync tool to change the frame rate of a clip, the duration will be adjusted accordingly, thus slowing it down or speeding it up

GENERAL: Fixed bug where metadata was being saved to the database in UTF-8 format, but not being read back in as UTF-8. Could cause issues if metadata is in a non-English language.
