We can reproduce both issues.

I created a separate topic for the jump when stopping:

Continuing the discussion from Stuttering frames in version 1.5.3b5126: This is really a separate issue from the stuttering. Its caused by this feature: We will look into improving this behavior if possible, or making that feature an option.
